Maui
Taxi travel around Maui can be quite expensive, so it is worth it to rent a car. All the major car rental companies are available at Maui's commercial airports. Many of the car rental agencies will offer their customers free airport pick up and transfer services.
While Maui lacks a public bus transportation system, there are several privately-owned bus companies running bus routes along the western and southern coasts of the island, as well as in the central area of Maui.
Molokai
It is generally recommended that visitors rent a car if they want to explore the entirety of Molokai. Would-be customers are encouraged to make advance car rental bookings. Once you get there, it is important to note that it is strictly forbidden for rental vehicles to drive onto dirt roads. Drivers should be aware that there are not a lot of gas stations around the island of Molokai, but some are located in Kaunakakai in the south and in the inland town of Maunaloa.
If you prefer to travel around Molokai by taxi, bear in mind that there are absolutely no metered taxis on the island. There are, however, a couple of locally-owned companies that offer various set fees for taxi rides around the island, but only via advance bookings.
Lanai
As the terrain around Lanai is quite varied, your best bet for traveling around the island is to rent a four-wheel-drive (4WD) vehicle. As Lanai is not as developed as the other islands, the selection of car rental agencies is limited. Two locally-owned car rental agencies are available on the island of Lanai, Lanai City Service, and Lanai Ecoadventure Center. Lanai City Service is an affiliate of Dollar Rent A Car, but that's as close as it gets to the large, national chains.
If renting an SUV is beyond your budget, keep in mind that the resorts on Lanai offer free airport transfers to their guests. The resorts also offer similar service to their guests who arrive from or depart by boat to Lahaina on the island of Maui. While you can't get from any island to any other island by boat with ease, there is a ferry that travels every day from Lahaina, in Maui, directly to Manele Harbor on Lanai. Cruise ships that visit Lanai also dock at Manele Harbor.
Taxi service on Lanai is available and relatively cheap, but, like on Molokai, advance bookings are recommended.
